Jeff Harris and Associates is proud to exclusively represent The Village at Rockville in partnership with National Lutheran Communities and Services (NLCS) in the search for an accomplished Executive Director. As an employee of NLCS, the Executive Director reports directly to the Chief Operating Officer and serves as the senior leader responsible for advancing the mission and operational excellence of the campus, with NLCS providing strategic oversight and system-wide support.
Charged with consistently delivering operational and financial results that align with and advance NLCS’s mission, values, and Purposeful Living philosophy, the Executive Director operates within a structured, system-supported environment while maintaining full campus-level ownership of outcomes. This position requires disciplined, mission-driven leadership and a steadfast commitment to operational excellence, financial sustainability, and an exceptional resident experience.
Leadership
The Executive Director must demonstrate unwavering commitment to NLCS core values in all aspects of work. This includes actively supporting NLCS policies, procedures, guidelines, and the organization’s code of conduct standards.
The Executive Director cultivates an inclusive and supportive environment that empowers team members and residents to thrive, find meaning in daily activities, and pursue personal and professional growth in alignment with the philosophy of Purposeful Living.
The Executive Director is responsible for:
Hiring, supervising, motivating, and evaluating department directors
Facilitating teamwork among department leaders
Conducting formal performance evaluations at least annually
Promoting team members participation in operational decision-making
Encouraging leadership development and succession planning
Creating structured opportunities for coaching and professional growth
The Executive Director must foster a positive work environment that promotes team member engagement and satisfaction, while holding leaders accountable to performance standards.
Regular coaching conversations with direct reports are expected to build trust, accountability, and alignment with organizational goals. The Executive Director must also conduct required stay interviews for newly hired team members and support the onboarding and training of leadership team members in NLCS operating standards.
Strategic and Operational Leadership
The Executive Director partners with the facility leadership team to develop successful strategies and translate NLCS strategic priorities into campus-level operating plans.
This includes:
Establishing clear operational goals aligned with system expectations
Monitoring key measurable indicators of daily operations
Driving occupancy targets and revenue performance
Implementing quality control measures
Ensuring consistent execution of operational policies
The Executive Director must operate effectively within a defined span of control, making timely decisions in support of company guidelines and established quality standards.
Financial Management and Fiduciary Oversight
The Executive Director has fiduciary responsibility for the financial performance of The Village at Rockville. This includes developing the annual operating and capital budgets in collaboration with NLCS Finance and ensuring disciplined implementation of those budgets.
Key financial responsibilities include:
Managing budgeted expenses against actual operations
Identifying cost savings opportunities
Making budgetary recommendations
Ensuring financial balance between quality and fiscal responsibility
Reviewing financial reports and performance metrics
Maintaining appropriate internal controls
The Executive Director must demonstrate the ability to read, interpret, and analyze financial records and reports.
Quality, Compliance, and Regulatory Oversight
The Executive Director is accountable for attaining and maintaining ongoing compliance with all applicable local, state, and federal regulatory standards and accrediting body requirements.
This includes ensuring that:
The residence is prepared for inspection by regulatory agencies
Programs, policies, and procedures are audited and updated regularly
Medical records documentation meets compliance standards
Environmental and safety standards are upheld
A safe and sanitary environment is provided for residents, team members, and guests
The Executive Director must maintain confidentiality of all resident care information and ensure residents are treated with fairness, kindness, dignity, and respect. All allegations of resident abuse or misappropriation of property must be reported in accordance with NLCS standards.
Resident Experience and Community Engagement:
The Executive Director is responsible for ensuring the provision of high-quality services needed and/or desired by residents.
The role requires:
Ongoing solicitation and measurement of resident feedback
Interactive problem-solving with residents
Annual program evaluation and quality assurance efforts
Measurable improvement in coordination of resident services
Maintenance of the physical plant in optimum condition
The Executive Director also presents information about the organization to outside community groups and contributes to strengthening community relations and public awareness.
Talent & Culture Partnership
In partnership with the Talent & Culture team, the Executive Director ensures:
The right people are in the right roles
Leaders are competent and motivated
Team members have appropriate tools and resources
Policies and employment laws are upheld
A culture of high-quality team member engagement and performance
The Executive Director must promote cross-training and cross-utilization of team members while ensuring accountability and performance management systems are functioning effectively.
Emergency Preparedness and Operational Readiness:
The Executive Director must ensure that the campus maintains emergency preparedness plans and operational readiness at all times. This includes preparedness for severe weather, evacuation, post-disaster response, and other emergency conditions
The Executive Director must be accessible via telephone 24 hours per day, seven days per week, unless a designee is in place.
Work Conditions and Physical Expectations:
The Executive Director may work beyond normal business hours, including evenings, weekends, and holidays, and is subject to callback during emergency situations.
The role involves interaction with residents, families, team members, visitors, and regulatory agencies and may include exposure to infectious conditions or hazardous materials consistent with healthcare environments
